Start with a mobile-first design for expense tracking. The primary user being a drive on-the-go making expense submissions. The secondary user would be the management to edit or view submitted expenses.

Design the desktop version with the finance management to also add and edit expenses. Ability to view expenses to approve and balance business accounts.
